The reason is that when you are not flying, the airline will not be paying off Airport taxes and fees, Security taxes and duties and the Fuel surcharges. Remember, that the surcharge on the aviation fuel neither falls in the category of Taxes and nor it is managed by the third parties. Therefore, the element of logic prevails out here- If you are not flying; practically you are not using the fuel, and therefore, ABSOLUTELY NO FUEL SURCHARGE! 

What is 24 Hour Flight Refund Rule?

According to the U.S. Department of Transportation (DOT), it is mandatory for the airline to issue full refund if apply for the flight cancelation within 24 hours of the booking. The mandate holds true for the international air carriers. The good thing is that you become entitled to full refund irrespective of the fact that you have purchased either a high priced First Class Cabin Seat or the dirt cheap Basic Economy Flight. 

Since October 2024, the mandate from DOT is that the airline has to refund the passengers automatically if the flights are canceled, or delayed or their routes are changed, irrespective of the reasons and circumstances.  

Refunds are not issued under the Following Pre-conditions

Refunds will not be issued if the airline has clearly declared in its Terms and Conditions. In this type of situation, the passenger will have rights available with them. In the case where refund policy of the airline is not described under the Terms and Conditions, a refund becomes mandatory. In yet another condition where the airline is not able to resell your flight ticket, a refund will not be issued, however, in this type of a situation; the airline has to provide a valid proof that the sale of price ticket has not been materialized. The refund will not include any transaction fee that you had paid at the time of bank transfer while buying the flight ticket. 

The Final Judgment 

Cancelation is the result of some obscure situation of which you are not aware or prepared for. However, as a consumer, you have obligatory rights to receive refunds against your flight ticket in case you do not board the flight. You need to be an argus-eyed passenger – one who deliberately knows about the rights with regard to the flight cancelation and issuance of refunds by the supplier.
